Have you got the gear to do an impedance sweep? Might jsut be seeing the difference between nominal impedance and resistance, although with such a common speaker, I'd guess it would be a known thing. Hiwatt fanes are quite far off their nominal if you measure resistance.
Negative Oli. I just rechecked all of them with a fresh battery in the meter. 10.2 which is closer to the 12 they should be reading. Just broken in, I guess. Either way, 16ohm replacement?

10.2 sounds a familiar number from when I've measured speakers, which were likely those. Shouldn't be hard to pick up another one the same, they come in everything.

Haha I love it, I own one of those cabs as well they're a pain in the ass to get open.
Everything was loose inside of it, too.
My 1960a is a dozen or so years old. The impedance selector thing melted one night so I removed it and just hardwired everything to the jack. The casters suck so I replaced them with those nice ones Mesa uses. I had weird resonant frequencies so I lined the inside with foam and added a bunch more screws...sounds great now (with Weber Michigan's) but it's been a work in progress for years.
